The classification of TRF as a terrorist organization ought to increase pressure on Pakistan.

- Vindication of India’s Stance: The designation is a clear international acknowledgment of India’s long-standing position that TRF is not an “indigenous resistance” group, as claimed by its handlers, but a proxy for Pakistan-based terror outfits like LeT. It dismantles the narrative that Pakistan attempts to build around terrorism in Kashmir.
- Enhanced India-U.S. Partnership: This move strengthens counter-terrorism cooperation between India and the U.S., which is a cornerstone of their strategic partnership. It facilitates deeper intelligence sharing and coordinated actions against terrorist entities, building on frameworks like the 2+2 Ministerial Dialogue.
- Financial Sanctions: As an SDGT, TRF’s assets under U.S. jurisdiction will be frozen, and U.S. persons are prohibited from engaging in any transactions with the group. This move chokes its access to the global financial system, making it difficult to raise, move, and use funds for its operations.
- Pressure on Supporters: The designation puts international pressure on individuals and entities supporting TRF, both financially and logistically. It also serves as a warning to other nations to clamp down on any TRF-related activities on their soil, thereby isolating the group.
- Dismantling Plausible Deniability: By explicitly linking TRF to LeT, the U.S. has made it harder for Pakistan to maintain plausible deniability. It holds Pakistan accountable for the actions of its proxies.
- FATF Scrutiny: This designation provides India with further evidence to present at international forums like the Financial Action Task Force (FATF). It could complicate Pakistan’s efforts to stay off the ‘grey list’ and demonstrate its commitment to combating terror financing.
- Security and Morale Boost: The international proscription can demoralize TRF’s cadres and disrupt their command-and-control structure. It provides a legal and diplomatic boost to Indian security forces operating on the ground.
- Countering Online Radicalization: TRF has been particularly adept at using social media for recruitment and propaganda. The SDGT designation will compel social media platforms to proactively take down TRF-related content, thus curbing its digital footprint and influence on vulnerable youth.
- The “Rebranding” Challenge: Terrorist organizations in the region have a history of rebranding to evade sanctions. LeT itself has operated under various guises like Jamaat-ud-Dawa (JuD). There is a high probability that a new front will emerge to continue the same activities.
- Kinetic Operations are Insufficient: The designation is a top-down security measure. Its effectiveness on the ground depends on relentless intelligence-based kinetic operations by Indian security forces to neutralize the existing cadres.
- Addressing Root Causes: The designation does not address the underlying political and social issues that terror outfits exploit for recruitment. To achieve lasting peace, security measures must be complemented by robust political outreach, accelerated economic development, and the creation of employment opportunities in Jammu and Kashmir. Winning the “hearts and minds” of the local populace is essential to dry up the recruitment pool for such groups.
